Trent C. Top-Executive

As an innovative and strategic Cybersecurity and IT Director, I have over 20 years of proven leadership in cybersecurity, enterprise IT modernization, and program management across federal and defense sectors. I am an expert at driving large-scale digital transformation initiatives, including enterprise resource planning (ERP) consolidation and integration, cloud migration, and Zero Trust Architecture implementations.

At the Department of Energy, I led a large-scale ERP consolidation initiative, transforming more than 240 disparate systems into a streamlined enterprise platform, integrating critical functions such as human capital management, contracts, inventory, finance, training, and project management. The result was greater operational efficiency, enhanced data visibility, and a reduction in redundant processes—laying the foundation for long-term modernization.

During my time at Irving Burton Associates, I played a key role in shaping the company’s cybersecurity strategy by leading the strategic planning and foundational design for a Zero Trust Architecture (ZTA). My work focused on strengthening identity and access management, network segmentation, and data protection, while also ensuring the secure integration of IoT and operational technology (OT) devices across a complex, distributed healthcare environment. This effort not only advanced cybersecurity maturity but also positioned the organization for future-ready operations in a highly regulated sector.

Here is a snapshot of key achievements:
- Spearheaded full cloud migration of the Security Cooperation training and certification platform from on-premises contractor hosting to an IaaS cloud environment at the Defense Security Cooperation Agency
- Established continuous monitoring and risk management processes, replacing periodic Authority to Operate (ATO) reviews with a real-time continuous monitoring framework that proactively mitigates cyber risks.
- Advised senior executives and laboratory CIOs on emerging technologies—including AI, machine learning, 5G, Wi-Fi 6, and quantum cryptography—to inform long-term infrastructure and cybersecurity investments.
