Description: As part of the Federal Government of Canada, Mr. Oliveira has led cross-functional teams to implement cloud analytics platforms, including Databricks and MS Azure, supporting evidence-based decision-making across departments. Previously, he was promoted to Lead Data Scientist, where he secreatariat at the Data Governance Executive Steering Committee, chaired the Data Analytics Community of Practice, supported executive data governance, and implemented an enterprise-wide automated data inventory system. He also led the development of an AI-powered tool *CONDOR*, improving network reliability by reducing false alerts by 97% which launched the Innovation Hub to promote ethical and efficient data use.
Furthermore, Mr. Oliveira contributed to Statistics Canada's first Data Science Strategy under the Chief Statistician, supporting nine branches, advising executives, and helping formalize job profiles and career paths for data professionals. Earlier for the Privy Council Office, he developed a robust onboarding/departure application that streamlined HR, IT, and security operations. His career began with a research-focused role at the National Research Council, where he designed long-range climate prediction models (Vector Auto-regressive bias calibration algorithm) to support sustainable building development., As a student at the National Research Council, Mr. Oliveira undertook the complex task of designing a machine learning algorithm to predict weather conditions up to 50 years ahead. This sophisticated algorithm utilized datasets from NRCan, Environment and Climate Change, NASA satellites, GIS data, and sensor data from collection stations. The intricate integration of these diverse datasets underscored the complexity and precision of the project. The algorithm significantly advanced the global Greener Homes Initiative by aiding in the development of climate-resilient building envelopes. The outcome for the construction division was transformative, enabling simulations to test building envelope materials against long-term weather predictions, thus creating more sustainable and carbon-neutral building solutions, directly contributing to the fight against climate change and promoting environmentally friendly construction practices.
